Currently, drug trafficking is a 400-billion-per-year industry in our country and represents 8% of the world s trade. According to the White House Office of National Drug Control Policy, Americans currently spend 46— 79 billion annually on just two (of many possible) psychoactive drugs cocaine and heroin (Kari Associates, 2004). The Bureau of Justice Statistics (1999) indicates that between 60% and 83 % of the nation s correctional population have used drugs at some point in their lives, roughly twice as many as others in the U.S. population.

Congress passes the Firearms Owners Protection Act, a law that rolls back some provisions of earlier federal firearms legislation. In 1914, there was an international outcry for the control of drug trafficking. A series of conventions on drug control (including the Shanghai Conference in 1909 and a conference at The Hague in 1911) led to the official agreement on the international control of opium in 1912. The U.S. Senate was finally ready to enact a domestic law to meet the newly formed international standards. 

MDMA tablets are often smuggled into the country by couriers who are paid by drug traffickers to smuggle and deliver the tablets (Figure 6.3). These couriers use commercial flights.
