The main function of an incident reporting system (IRS) is to identify recurring trends from large numbers of incidents with relatively minor outcomes, or from near misses. One of the important characteristics of an IRS is that the time and resources required to evaluate an incident and incorporate it into the database must be minimized. This means that the designers of an IRS have to carefully evaluate the benefits and costs of requiring more comprehensive information from each incident that is to be reported. A requirement for too much information will bring the system into disrepute, and too little information will mean that the results are too general to be of any real value. 

This in itself draws attention to one of the artistic aspects of the industrial catalyst designer s job. Money values are neither absolute, invariant, nor always logically desirable entities. For example, resource producing nations can increase feedstock prices and they may do so for political rather than for hard, technological reasons. One very important consequence is the fact that a catalytic process that is economic in one year but not in the next is not as attractive as one that can adapt. 

The physical, chemical, and thermodynamic characteristics of biomass resources vary widely. This variation can occur among different samples of what would nominally seem to be the same resource. Also, variations could occur from one region to another, especially for waste products. This wide variation sometimes makes it difficult to identify a typical value to use when designing a gasification plant. 

Different types of equipment, depending on the resources available and the number of measurements required, can be used for determination of an OUR versus time curve. A rather simple and manually operated type was used by Bjerre et al. (1995). A still relatively inexpensive apparatus, simple to operate automatically, was designed by Tanaka and Hvitved-Jacobsen (1998). However, this type may introduce a minor error at especially low OUR values because of a potential release of oxygen into a headspace of nitrogen gas in the reactor. 

Pharmacies need a number of physical resources to provide most value-added services. This usually begins with the layout of the pharmacy. Many value-added pharmacy services require at least some degree of privacy. Unfortunately, pharmacies that were designed to maximize the efficiency of the dispensing process often do not have a private office or classroom space necessary to provide patient care services. Other physical resources that may be needed to provide a professional service include computer hardware and software, testing devices, medical supplies, and office supplies.
