The accident investigation board found that because Army helicopter activities were not normally known at the time of the fighter pilots daily briefings, normal procedures were for the AWACS crews to receive real-time information about their activities from the helicopter crews and to relay that information on to the other aircraft in the area. If this truly was established practice, it clearly did not occur on that day.
