The European Court of Human Rights determines whether a legal proceeding is a matter of criminal law by reference to the outcome involved if a charge may result in a penalty being imposed, it will be deemed criminal Benham v United Kingdom (1996) 22 EHRR 293.

The Universal Declaration is very much broader and asserts a much larger set of rights than the European Convention. However, there is no mechanism for enforcing the Universal Declaration while the European Convention establishes the European Court of Human Rights specifically to provide a final enforcement mechanism.

The United Nations established human rights bodies and the European and American regimes for human rights protection were put in place after World War II. Nothing exists for minorities that is comparable to the Inter-American or the European Court of Human Rights. 

For claims in excess of 50000 the High Court is used however, should appeals be heard in relation to awards then these will be heard by the Court of Appeal. There is also the potential that an appeal can be routed as far as the European Courts (European Court of Justice and European Court of Human Rights) via the House of Lords.

The enjoyment of refugee status may be supervised by UNHCR, which is the main component of the irrstitutional pillar of the contemporary international global refugee protection regime. The enjoyment of asylee status, entire other hand, does not benefit from the supervision of an international institutional, the role of the Inter-American Commission and Court of Human Rights being rather limited ...
