Constancy of purpose

Management should demonstrate more than arm s length support for quality improvement. They should provide involved leadership and constancy of purpose. There are three key aspects of this leadership. 

An analysis of managerial decisions should reveal whether there is constancy of purpose or lip service being given to the policy. 

Excellence is visionary and inspirational leadership, coupled with constancy of purpose.

A change or turnover in the senior leadership of a business makes it very difficult to establish a lean culture because there is no ongoing constancy of purpose for the business culture. Some large businesses make it a developmental practice to continually and frequently change leaders. That practice may benefit the individuals personally and provide for leadership succession, but it is a detriment to lean-centered improvement because the level of passion for lean varies based on the leader s understanding. Yet, every leader understands his or her responsibility when it comes to safety. By using lean tools to drive safety improvement, as will be presented in the body of this book, one can demonstrate to leadership the power of lean. 

Constancy of purpose. The goal is to create constancy of purpose toward improvement of product and service, with the aim to become competitive, to stay in business, and to provide jobs. Adopt the new philosophy. He believed that we are now in a new economic age. To compete, Deming taught that Western management must awaken to the challenge, learn their responsibilities, and take on leadership for change. 

Improvement then requires a simultaneous focus on processes, organization, supervision, training and teamwork, underpinned by leadership, constancy of purpose and support from senior leaders. In this chapter we will see how these ideas have been put into practice, but first we need to briefly consider the difficult topic of the evaluation of safety and quality improvement. 

Leaders demonstrate both constancy of purpose and fiexibiiity Operational policies and procedures, including human resources policies, provide incentives, rewards and recognition... 

Third, to build the trust necessary for the relationship to blossom, the purchasing firm s supplier development team needs to demonstrate constancy of purpose. Suppliers need to perceive that the purchasing firm s actions are always directed toward meeting its own customer s needs even though the techniques used by the purchasing firm may change over time. One method the purchaser uses to do this is to share information with its suppHers about the key characteristics required of its own product for its customers. 

The audit needs to be a vehicle to develop mutual trust—trust that the purchasing firm has a constancy of purpose, trust that the supplier is capable and is working to improve quality. 

Lack of constancy of purpose to plan products and services that will have a market, keep the company in business, and provide jobs... 

Emphasis on short-term profits short-term thinking (just the opposite of constancy of purpose to stay in business), fed by fear of unfriendly takeover, and by pushes from bankers and owners for dividends... 

Create constancy of purpose for improvement of product and service. Create a new culture where top mahagement is committed to zero incidents. Provide for continuous improvement in the safety system to minimize cost from workers compensation and other related incident expenses. 

History confirms that the potential frequency of incidents involving the transport of hazardous materials in pipelines is inherently low. However, personnel involved in pipeline operations fiiUy understand that, in the event of a pipeline incident, the potential for catastrophic consequences clearly exists. Thus, a challenge for personnel operating pipelines is to maintain diligence and constancy of purpose even when operations seem almost always to go smoothly. 

It establishes priorities and guides decision making. With regard to safety, constancy of purpose is established when every person in the company knows that safety is an important priority, and that the ultimate goal of the operation is constant improvement toward zero accidents. We shall see that management cannot establish constancy of purpose for safety just by talking about it. Management must personally d onstrate their conunitment to safety in order to establish constancy of purpose. 

In order to establish an organizational culture in which standards and constancy of purpose would be strong, we proposed establishing an organizational academy.
