The OECD LRTAP study established that any effective control of air pollution in Europe must include both Eastern and Western European countries. When the question of environmental protection was taken up at the Conference on Security and Cooperation in Europe in 1975, Norway therefore proposed the establishment of a European-wide monitoring programme for air pollutants. The proposal was adopted, and preparatory work was started within the United Nations Economic Commission for Europe (ECE) in Geneva. In 1976 a task force was established to develop a detailed plan for the future program.

The First Review Conference imderlined that there are important political, economic, and security benefits of becoming a State Party to the Convention. The First Review Conference recognised the positive effect of international cooperation among the States Parties on universality. Furthermore, their desire for increased security and their determination to participate fully in the global community were incentives for them to adhere to the Convention. The First Review Conference also recalled that States that remain outside the Convention would not be able to take advantage of the benefits that the Convention offers the States Parties.
