Non-compliance issues appear more prevalent in some non-Western cultures. One study in South Africa revealed non-compliance rates to oral neuroleptics in two-thirds of Black patients and one-half of colored patients compared to only one-quarter of Caucasians (Gillis.Trollip, Jakoet etal., 1987). Cultural and communication factors were considered to be significant barriers apart from those related to cost and social factors. Kinzie et al. The multiple tactics and pragmatic efforts to improve interpretation (Knudson et ah, 1995) can be understood from within the mindfulness model (Alt Shaw, 1984 Bitgood et ah, 1988 Borun Adams, 1991). There are recurring recommendations in the interpretive texts to attend to the communication factors and visitor factors cited in the model. Community factors. The character and facilities of a community can have quite an effect on the location of the plant. If a certain minimum number of facilities for satisfactory living of plant personnel do not exist, it often becomes a burden for the plant to subsidize such facilities. Cultural facilities of the community are important to sound growth. Churches, libraries, schools, civic theaters, concert associations, and other similar groups, if active and dynamic, do much to make a community progressive. The problem of recreation deserves special consideration. The efficiency, character, and history of both state and local government should be evaluated. The existence of low taxes is not in itself a favorable situation unless the community is already well developed and relatively free of debt. [Pg.94]

A good illustration of the need to consider a range of communication factors is presented by the recent case of Ziglar v. El. Dupont de Nemours Co. In this case, a worker, thinking that water was in a translucent jug which was shaped similar to the type used in the retail sales of milk, drank some of the water-like contents and then died. Unfortunately, the jug contained an experimental pesticide. The manufacturer had complied with all applicable mandatory labeling requirements.
