And indeed had been predicted on the basis of simple aggregate trend statistics and the experience with previous target-based systems such as the UK ETS and Climate Change Agreements (Grubb et al., 2005). 

The UK s CCP includes two significant policies for which the opt-out policies are relevant - namely the Climate Change Agreements and the UK Emissions Trading Scheme.

International agreements and legislation are now in place to limit global production and release of many of these materials. In addition to these restrictions, global emissions of CO2 may need to be reduced by 60% in order to avoid the worst consequences of climate change.

Several factors contribute to hurricane formation, including El Nino cycles, upper stratospheric circulation patterns and the rain in the Sahara area of Africa. The 2004 hurricane season was mostly due to the alignment of these critical elements. The general agreement on climate change and hurricanes is that hurricanes may not become more common but that they may increase in intensity. 

Whether this carbon is used as a carbon-neutral energy carrier or indeed to compensate for other C02 sources is not a simple question, depends on natural resources and national development, and is in the end also a question of societal values and political agreements. If the energy content is valued on the market more than the bound C02 and the boxed climate change, it is safe to predict that we will experience a renaissance of carbon-based machines.
