No recipe or procedure can be devised to be universally acceptable. The exact approach used to scrutinize a proposed change must be site specific and developed for that location. There must be a sustained management commitment to the management of change program since this may require a change in culture within many organizations. 

If the knowledge-management diagnosis indicates that the current corporate culture wiU not sustain knowledge management, wider change-management measures have to be implemented. 

Hazards noted, physical or operational, are to be viewed as being representative of possible deficiencies in management systems. A management that wants to achieve a change in culture is best served if the deficiencies noted and the proposals made in audit reports for improvement principally effect safety management systems. 

In implementing safety culture change management one should also focus on those safety activities (elements) that have the potential to bring about the biggest culture change with the least amount of effort.
