If you examine arty layout sketches in hirrdsight it seems apparent that the Natiorral Gtrard Camp which included family hoirsing arrd other residential homes were located too close to the flashing flammable liqirids in the facility. The lube plant was too close also. 

The school at Camp Beale was so located that it could operate with little interference from other activities at the post. Its physical layout consisted of six 2-story barracks buildings, two mess halls, a i-story supply building, a i-story headquarters building, and a i-story building used for a library, a day room for enlisted men, a post office, and a publications supply room. The commanding general at Camp Beale was most cooperative in furnishing the school with any facilities it required. 

An important factor that detrimentally affects disabled persons access to humanitarian progranunes and facilities is the layout and infrastructure of camps and urban settlements. Within displacement camps, common facilities such as food distribution centres, water collection points, sanitation ciMes, schools, health clinics, and administrative offices are oflen inaccessible, particularly for people with physical and visual impairments. Uneven terrain and long distances between living shelters and various offices and facilities further exacerbate their physical inaccessibility (Reilfy 2010 Shiyji2010).
