Whitehall officials quickly ran into trouble over pay, pensions, and career prospects civilian scientists disliked red tape and being subordinated to military discipline. Asked to coordinate Porton s physiological research, Lovatt Evans told the MoS that administrative work was not his forte . Besides, conditions at Porton were apparently so much a matter of civil service routine that I should soon be lost in the maze . As it happened, it was all a misunderstanding after Sir Joseph Barcroft s departure from Porton, the authorities wanted to ensure that the existing lines of communication between the MoS, Porton, and the universities could continue undisturbed to avoid unnecessary duplication of work. ...
