OSHA cannot fine another federal agency for failure to comply with OSHA standards, and it does not have authority to protect federal employee whistleblowers. Federal employee whistleblowers are protected under the Whistleblower Protection Act of 1989 (OSHATI, 1994, chap. 1). [Pg.26]

Although OSHA applies to federal government employees, and requires federal agencies to provide safe and healthful places of employment, OSHA does not have the authority to fine another federal government agency. The policy should clearly define who is covered. Generally all employees, both full-time and part-time, are required to participate.
