White House Office of National Drug

Between 1988 and 1995, the White House Office of National Drug Control Policy (ONDCP) estimates that Americans spent 57.3 billion on drugs for nonmedical purposes. 

Currently, drug trafficking is a 400-billion-per-year industry in our country and represents 8% of the world s trade. According to the White House Office of National Drug Control Policy, Americans currently spend 46— 79 billion annually on just two (of many possible) psychoactive drugs cocaine and heroin (Kari Associates, 2004). The Bureau of Justice Statistics (1999) indicates that between 60% and 83 % of the nation s correctional population have used drugs at some point in their lives, roughly twice as many as others in the U.S. population.

The Vatican s Index of Prohibited Books was a public document that proudly proclaimed the Church s struggle against values it considered subversive. In contrast, the clandestine nature of the White House Office of National Drug Control Policy s tampering with TV scripts is evidence that those responsible for it knew full well that they were subverting America s values, and perhaps its laws as well. 

In 1997 the director of the White House Office of National Drug Control Policy (ONDCP), General Barry McCaffrey, faced a big public relations problem. Even though McCaffrey, several former presidents, and many others lobbied against medical marijuana initiatives in California and Arizona, the citizens of those states voted to legalize medical marijuana. McCaffrey stuck to his conviction that marijuana was not medicine and vowed that the federal government would prosecute patients and doctors who broke federal marijuana laws. 

While swallowing the pills or dissolving them in liquid are the most common ways to take Rohypnol, reports suggest some abusers crush the pills and snort the powder much as they would cocaine. The White House s Office of National Drug Control Policy (ONDCP) also indicates there is evidence that some abusers are injecting powdered Rohypnol with hypodermic needles, possibly as a cheap substitute for heroin.
