Training Quality and Verification of Completeness

For the purposes of PSM and RMP compliance, any new or revised versions of the following documents are considered impetus for training affected personnel  

The more complex (or novel) the PSSR, based upon the size of the project or the risk-based assessment, the more likely it is that one or more of these documents needs to be revised. 

Identifying the required or desired training audience is also critical. One issue with many PSSR programs is that the initial shift of workers involved in the starting the process after a trigger event receives the training, but later shifts and persons on vacation or other leave may get overlooked. 

The risk level assigned to the trigger event may impact the type and intensity of the training delivered. The essential method is to have a verifiable, objective means of documenting understanding.
