The US seeks to achieve it strategic objectives in three diverse environments peacetime, conflict, and war. The Army classifies its activities during peacetime and conflict as operations other than war. Some operations such as Joint Endeavor in Bosnia are also referred to as support and stability operations. During peacetime and conflict, possible NBC threats include terrorist use of biological weapons or covert release of toxic industrial materials. During war, nuclear and chemical weapons are also possible NBC threats. 

All Units should have a copy of this document. JP 3-11 (Draft) includes the new reporting system for toxic industrial material. That material is not included in this document since it is still in draft form.

CAD-Kit. The authors have developed and fielded an enzyme-based biosensor kit that detects nerve, blood and blister agents, and TICs (toxic industrial chemicals)/TIMs (toxic industrial materials) on surfaces (22,23). The penlike sensors of the Chemical Agent Detection Kit (CAD-Kit) consist of a spongelike polyurethane tip that contains immobilized enzymes. These enzymes are used to detect several different chemical compovmds.

TOXIC INDUSTRIAL CHEMICAL (TIC). Any toxic chemical used for legitimate medical or industrial purposes. In addition to their commercial uses, TICs have been used as simulants for chemical weapons (CW), where they can aid in determining the effectiveness of respirators, detectors, and other defensive measures. Concern arises periodically, however, that TICs could be used directly by individuals or groups for chemical terrorism or could be diverted by nations into use in producing CW. TICs are also referred to as toxic industrial materials (TIM).
