Management must be reminded that citations can be very costly. In 1991, OSHA modified the penalty structure and increased the maximum cost sevenfold. The maximum penalty for a willful or repeat OSHA violation is now 70,000. The maximum penalty for a serious violation is now 7,000. It is not unusual for OSHA to issue citations totaling 50,000, 100,000, or even 1 million in penalties. 

It should be pointed out that many organizations have been very slow in coming into conq liance with OSHA regulations. Some enq)loyers reason that there are only so many OSHA inspectors to inspect some 6.2 million workplaces. The probability of an inspection can be remote, depending on the state in which one resides. The real economic impact of workplace safety will be reflected in workers conq ensation costs, not necessarily in OSHA citations.
