The Past, Present, and Future of Chemical Risk Assessment... 

Analysis of past cases of resistance has helped to identify the many biological, chemical and husbandry factors that together determine the build-up of resistance in the field. For a future chemical/use combination each of these factors can be scored for risk and the scores summed to give a total risk. However, uncertainties over the relative importance of each factor at present limit multifactorial assessment as a predictive approach.
