How has California addressed the key hydrogen transition questions Let s take them one at a time. 

To answer this question for California, we have to ask what is broken that needs to be fixed quickly Poor air quality, lack of energy security, and high greenhouse gas emissions are the three major issues influencing transportation energy policy in California today.
