The concept of safety regulation must adapt to the changed and expanded comprehension of the responsibilities of government. Thus, we should understand all standards which are directly or indirectly able to increase the degree of safety when handling technology. 

Penal statutes prohibiting especially dangerous forms of handling technical products will fall just as much under this definition as would liability standards which enable the victim to recover damages. 

Not only are laws in the strict sense of the word included under this heading, but also all forms and shapes of semilegal rules and regulations, from a statutory order down to guidelines and directives issued by the various authorities. Included, finally, are not only ail laws and regulations in force but also all technical standards and rules above plant level, irrespective of their judicial value.
