Planning. Through planning, technology managers estabUsh objectives, develop the rationale for these objectives, and estimate the resources required over time to succeed at the strategic business, R D organizational, and project levels. 

Technology managers should include the following elements in the plan itself the critical business issues the nature of markets and customers the thmsts of traditional and potential competitors the human resource issues, ie, the skills and abiUties needed to carry out the plan alternatives and contingencies to support the plan a patent and intellectual property strategy and the supporting faciUties and resource plan. The most frequentiy overlooked elements are human resource issues and patent strategies (50). 

The technical workforce has become more diverse. Technology managers need to educate themselves about the changing nature of the workforce, the implications for the future, and the opportunities made possible by a more heterogeneous organization (66). 

The degree to which technology managers use all of this knowledge to guide their decisions can determine the extent to which key objectives are...
