Technical background consistency

Typically, hazards analysis teams consist primarily of engineers and others with a technical background. By training and instinct, these people have a tendency to want to solve problems, yet they must understand that the purpose of the analysis is to identify hazards, not to come up with solutions a hazards analysis team is not a one-minute engineering department.

To address the need of various audiences to understand this Report at different levels of detail, the Report consists of three essentially self-contained parts a short Synopsis, an extended Technical Summary, and the main Report. The Synopsis presents a brief description of the proposed waste classification system, essentially in the form of an overview for legislators and other executive-level decision makers. The aim is to show that the system is simple in principle and concepts, and to illustrate its benefits. This book also frequently attempts to persuade the reader that these problems can be simple. Extended discussions are directly physical, i.e., non-technical. This is consistent with our view that many of these problems are simple when viewed from the right perspective. Part of our view is, however, associated with a high-altitude style in many instances, we are comfortable in presenting things simply and referring to comprehensive sources for background details (Munster, 1969,1974). 

Our experience in measuring ohemiliminescent events by peripheral blood monocytes stimulated with phagocytizable particles has shown that consistent and precise data can be acquired if technical aspects are given special attention. The failure to acclimate monocytes to the media and to the dark, and the presence of phenol red in the media will result in suboptimal results.
