The alliance model adopted by SCIRT is a collaboration between a client, consultant, and contractor who mutually agree to undertake the work to target levels of quality, cost, and time. An additional rewards/sanctions mechanism is put in place to measure the performance of individual delivery contractors over time. Construction work is allocated to them based on their performance. The need to put in more collaborative structures for rebuilding, as demonstrated by SCIRT, has been recognized by Zuo et al. (2006), and the system adopted by SCIRT takes the alliance model concept and applies it in a unique way.
