Pakistan, India and China were among several states that adamantly disclaimed a chemical weapons capability before joining the CWC, but India and China have now opened their chemical weapons programmes to the scrutiny of inspectors following the CWC s activation. The CWC differentiated between two different types of offensive capabilities poison gas arsenals and production facilities. India and South Korea declared both chemical weapons plants and stockpiles. The Geneva Protocol of 1925 prohibited the first use of chemicals for wartime use. Since 1928, an international treaty has banned the use of chemical weapons but not their development and production. A multilateral treaty, the Chemical Weapons Convention (CWC), would require the destruction of chemical weapons and the means to produce them. The United States signed the convention in 1993 but has not ratified it as of July 1996. Earlier, the United States signed bilateral agreements with Russia aimed at destroying both countries chemical weapon stockpiles. [Pg.11]

RUSSIA. The Union of Soviet Socialist Republics (USSR) had extensive programs for the development and production of nuclear, biological, and chemical (NBC) weapons. As a successor state to the USSR after 1991, the Russian Federation has inherited most of the Soviet stockpiles of NBC weapons and much of the infrastructure associated with research, development, and production of these weapons. Russia also took on responsibility for ensuring adherence to various arms control treaties limiting or altogether banning such weapons. [Pg.178]
