The Road Safety Audit should be looked at from all road users perspectives. 

In the remainder of the book I will explore the reasons why highway safety is improving - and the reasons why it isn t, especially from the perspective of the road user behavior. Because the road user - driver, cyclist, or pedestrian - has been historically viewed as the only decision maker in the driver-vehicle-highway system, his or her role is critical. But the driver does not behave in a vacuum.
