United States President William J. Clinton (1946-) signs the Hillary J. Farias and Samantha Reid Date Rape Drug Prohibition Act into law. 

On February 18, 2000, GBL became a List I chemical, subject to the criminal, civil, and administrative sanctions of the CSA. This legislation, Public Law 106-172, was named the Hillary Farias and Samantha Reid Date-Rape Prohibition Act of 1999 for the two Michigan girls poisoned with GBL, one fatally. 

The case was watched closely by authorities, and in response to public outcry over Samantha Reid s death, Congress banned the substance in April 2000. At the same time, President Clinton signed the Hillary J. Farias and Samantha Reid Date Rape Drug Prohibition Act into law. The law also commemorates Farias, a 17-year-old high-school senior from La Porte, Texas, who died from a GHB overdose after someone slipped it into her soda.

FICTIONAL CASE APPLYING THE HILLORY J. FARIAS AND SAMANTHA REID DATE-RAPE DRUG PROHIBITION ACT OF 2000... 

One of the most common dangers associated with GHB is date rape. Because GHB is usually odorless and tasteless when mixed with a drink, it is easy for a sexual predator to slip it into a victim s drink without the drug being noticed. That is what happened to Samantha Reid, whose true story can be found on the Web site of the PBS program NewsHour. 

Although Samantha Reid was able to taste the GHB that had been put in her Mountain Dew, in most cases, the taste of the beverage masks the flavor of the drug. The victim never realizes she has been drugged until it is too late. GHB is an especially effective date rape drug because only a small amount is needed to make the victim lose consciousness and become unable to defend... 

After Samantha Reid died of a GHB overdose, Congress passed the Hillory J. Farias and Samantha Reid Date-Rape Drug Prohibition Act of 2000. Hillory Farias was another teenage girl who died after GHB was slipped into her drink. President Clinton signed the legislation on February 18,2000.
