Recommendations goal-oriented

Experience has shown that a long list of detailed prescriptive recommendations is less effective than a shorter list of goal-oriented recommendations with suggested means of implementation. Typically, some are short term (months) and others are longer term (years). These means of implementation usually arise in the woikshops and from good practice noted in comparable enviromnents, either within the ANSP or in other ANSPs. The recommendations are not mandatory, since the safety culture surveys are not a mandatory or regulatory exercise. 

To summarize goal-oriented testing is an approach which fosters the application of systematic testing. In addition, defect taxonomies are a valuable way of learning more about their origin and detection. However, for the recommendation of a specific test technique in a given situation, the test technique has to be related to the specification techniques and the failures detected by a specific test technique. 

We also see different approaches as to how detailed the guidelines are, which define an appropriate implementation of each element. This has to do with the general difficulty in balancing between perspective and goal-oriented recommendations. Detailed and concrete advice is often easy to implement without requiring substantial management effort. The applicability and validity of these recommendations to the company in question may, however, be questionable.
