It is, therefore, significant that UNHCR s Executive Committee adopted a definition in 2009 that does not include a quantitative limit Instead, it defined a protracted refugee situation as a situation where refugees have been in exile for five or more years after their initial displacement without immediate prospects for implementation of durable solutions (UNHCR 2009 preamble). This definition provides a more inclusive understanding of what constitutes a protracted refugee situation, and should therefore be used consistently as a basis for future discussions on the issue.
