Project management techniques

The nonprescriptive nature of process risk management means that it is difficult to develop schedules. This is one reason why it is particularly important to dividing the work into manageable sub-projects, otherwise the task will seem overwhelming. Each phase of the project (and each element within each phase) should be scheduled using normal project management techniques.

A formalized technical project management technique used to define systems includes three major steps. 

Care is taken to ensure that the students apply solid, rigorous project management techniques rather than an informal approach. Each team within a division is responsible for different parts of the project during different phases. The results of one phase are passed on to the next team to work on during the subsequent phase. The hand-off procedure reinforces the importance of clear and concise documentation. It requires good inter- and intra-team communications and it exposes the students to all aspects of the project. 

Most detailed programs for plant-related projects are prepared using simple critical path analysis (CPA) techniques. CPA is a well-known and familiar technique to most engineers and is incorporated into most modern PC-based planning and scheduling systems. The major technical problem was the inability to define subsurface geohydrologic conditions with the initial data. Expertise in the area of geohydrology was clearly needed. A lack of specific analytical techniques precluded meaningful environmental and risk assessments. Cleanup efforts were complicated because poltiners are not regulated under RCRA but are regulated under state law. In the middle of the cleanup effort, the site became involved in Superfund activities, and to date this involvement has not been clarified. Project management has become very difficult because of the many players and laws involved. As a result, public confidence has been affected. 

The coordination of this entire complex process is the province of project management, the objective of which is to ensure that all the necessary parts and components of a project mate up. This discipline in its modem form was first developed for the Polaris missile project in the 1960s. Its major tool that is familiar to pharmaceutical scientists is the network or PERT (Program Evaluation Review Technique) chart, as illustrated in Figure 1.2. This chart is a tool that allows one to see and coordinate the relationships between the different components of a project. One outcome of the development of such a network is identification of the rate-limiting steps, which, in aggregate, comprise the critical path (see Table 1.3 for a lexicon of the terms used in project management).
