Finally, Megginson and Netter (2001) concluded from their comprehensive survey of the extensive literature on privatization that privately owned hrms are more efficient and more prohtable than otherwise-comparable state-owned hrms. They cited limited empirical evidence, especially from China, that suggests that nonprivatizing reform measures, such as price deregulation, market liberalization, and increased use of incentives, can improve the efficiency of state-owned enterprises, but it also seems likely that these reforms would be even more effective ifcoupled with privatization. 

Tn 1985, the Federal Energy Regulatory Commission (FERC) began a series of regulatory actions designed to improve the competitiveness of the natural gas market and give the customers of interstate pipeline companies more seiwice options and thus allow ultimate consumers to benefit from deregulation of wellhead prices. 

Remember that proponents of airline deregulation argued for price benefits of competition, but they did not foresee how it would revolutionize the logistics functions of corporate America through the rise of companies such as Federal Express. Similarly, those who advocated telecommunications competition did not anticipate the new value-added services provided at the switch and whole new categories of customer-owned equipment connected to the network.

I would argue that had Congress not "deregulated" natural gas and had the natural gas curtailment problem continued, many companies today would be ordering industrial gasifier plants as the preferable option to anything else if they can t get natural gas. If they can get natural gas, the price has got to be pretty high before it is economically attractive.

ABS has two advantages. First, ABS can represent CAS without resorting to inappropriate analytical models at the same time, it can enable predictions of the desirabihty of different pohcy options. North (2000) developed a series of ABSs to explore pricing and varions levels of competition with deregulated electric utilities. The simulations addressed the effects of price swings for natural gas, such as those that would follow a pipeline interruption the number of companies needed for truly competitive markets and the identification of companies colluding to drive np electricity prices.
