It is essential to have a clear vision of roles of the different parties to risk assessment, including risk assessors, risk managers, and other stakeholders, and to ensure they interact efficiently throughout the process (National Research Council 1983,1996 US Presidential/ Congressional Commission on Risk Assessment and Risk Management 1997).

The 1997 Presidential/Congressional Commission on Risk Management and Assessment was mandated by Congress to develop a more inclusive process of stakeholder involvement that would prevent the uncertainty and disagreement that had characterized previous attempts to define risks within individual agencies (p. 187).

The Commission concluded Workers were rarely involved in either preparation or review of work plans, so problems that could have been averted because of the workers extensive experience and unique knowledge of work conditions were not discovered and corrected until after a plan was released. As a result, most workplace deaths and serious injuries at DOE sites over the past five years can be attributed to inadequate hazard identification and control within the work planning process (Presidential/Congressional Commission on Risk Assessment and Risk Management, vol. 2(1997), p. 144).
