Organization and Its Context

This initial step should clearly define goals and objectives that are essential to identifying, assessing, and managing areas that may impact the success of your risk assessment. 

Organizational leadership and staff must be invested in the risk assessment to assure their support and commitment to the process. The safety manager must also understand that organizational leadership must understand the technical aspect of the process so they will not only understand but also buy into the risk assessment process. This initial portion of the risk assessment process requires communication from the risk manager and all parties involved in the process. 

The safety manager must also consider existing safety practices and the overall culture of safety in the organization. The safety manager should define in detail the following key areas of safety management  

Existing assignment of roles for organizational ownership of assets Existing asset responsibilities, including tasks and procedures to be followed by the staff members who work with the asset 

Existing policies regarding the securing of organizational assets, including how violations are reported and dealt with
