The PBOC is a ministerial-level agency directly under the State Council. It is responsible for the formulation and implementation of monetary policies, the issue of yuan and management of its circulation. PBOC also supervises financial institutions, regulates the financial industry and markets, and operates the state treasury. In addition, it monitors government fund raising to ensure legality, reviews institutional qualifications to issue bonds overseas, and compiles financial statistics, conducts financial investigations and makes economic forecasts. 

Since a fair allocation of costs requires considerable technical knowledge of operations in the chemical-process industries, a close liaison between the senior process engineers and the accountants in a company is desirable. Indeed, the success of a company depends on a combination of financial, technical, and managerial skills. 

Thus, thermal comfort is clearly desirable and important to the well-being and productivity, and thereby the financial health, of industry. An understanding of the principles of thermal comfort and discomfort can help guide a designer s efforts in creating and operating industrial environments that are both energy-efficient and thermally acceptable to the occupants. 

This level of financial impact is clearly not of same order for operators of small HW boilers, LP steam units, or light industrial firebox boilers, but the principle remains the same. Consequently, boiler operating practice should be designed to enable units to remain as clean as possible, for as long as possible. But where the boiler is dirty or shows... 

Let me not forget the mention of those who have provided fuel for my research vehicle to propel to the fore - the financial sponsors. Fire, explosions and environmental pollution are the most serious "unpredictable" life affecting and business losses having an impact on the hydrocarbon industries today. These issues have essentially existed since the inception of industrial scale petroleum and chemical operations during the middle of the last century. They continue to occur with ever increasing financial impacts. It almost appears that the management of industry is oblivious, or else must be careless, to the potential perils under their command. Although in some circles most accidents can be thought of as non-preventable, all accidents are in fact preventable. 

Property damages and legal liabilities are not the only sources of financial impacts a company may suffer at the time of an incident. Business interruption losses will also occur since the facility will not longer be able to function as intended. Analysis of insurance industry claims data shows that business interruption losses are generally three times the amount of physical property damage. Often the justification for a safety feature may not be the loss of the component itself but of the impact to operations and loss revenue it produces. 

The main facets of the oil and gas industry are exploration, production, refining, transportation and marketing. A brief description of each of these sectors is provided in this chapter. Although some petroleum companies are fully integrated with each of these operations others are segmented and only operate in their particular area of expertise or highest financial return.
