Notifications and Manifesting PCB Waste

Similar to the hazardous waste activity notification requirements in RCRA, with limited exceptions, the generator, transporter, commercial storer, and disposer of PCB waste must have provided prior notice of such activity to EPA on EPA Eorm 7710-53 and have received an EPA identification number. Eor each generator storing PCB waste, a separate notification must be submitted to EPA for each PCB storage facility each such facihty will be issued a unique identification number by EPA. If the facihty aheady has received a RCRA generator identification, it is the practice of EPA to use the same number for purposes of PCB waste activity. 

Generators who store PCB wastes on a temporary basis for up to 30 days from the date of their removal from service in a maimer consistent with regulation are exempt from the requirement to provide prior notice of PCB waste activity and to file EPA Form 7710-53. In such instances the generator is deemed to have received the identification number 40 C.F.R. PART 761 for use on manifests. This exemption is limited to temporary storage of  

PCB waste is defined as those PCBs and PCB Items that are subject to the disposal requirements of subpart D [of Part 761]. 40 C.F.R. 761.3. Therefore, PCBs that are not regulated for disposal, e.g., non-hquid bulk waste or debris from the demolition of buildings containing PCB concentrations less than 50 ppm, are not subject to the notification and manifesting requirements.

All PCB Items in such temporary storage must be checked for leaks at least once every 30 days. Containers used for the storage of liquid or non-liquid PCB waste must meet the requirements set forth in the DOT Hazardous Materials Regulations, unless such PCB wastes are at concentrations of less than 20 ppm or there is less than one pound of PCBs regardless of concentration.
