But DDT was not yet approved as a spray. The crucial experiments that opened the door to its widespread use were directed by Paul Neal, the Industrial Hygiene Division scientist who had suggested that lead becomes less toxic when it is combined with arsenic. Neal s forte was not scientific consistency. Three years earlier, he had extrapolated from observed effects of inhaling lead and arsenic to calculate how much of those substances could be safely eaten. Now he ignored demonstrated ingestion hazards when judging the safety of DDT inhalation. [Pg.53]
