National Board approval

Inspection Authority The National Board of Boiler and Pressure Vessel Inspectors is composed of the chief inspectors of states and municipalities in the United States and Canadian provinces which have made any pari of the Boiler and Pressure Vessel Code a legal requirement. This board promotes uniform enforcement of boiler and pressure-vessel rules. One of the board s imporiant activities is providing examinations for, and commissioning of, inspectors. Inspeciors so qualified and employed by an insurance company state, municipality, or Canadian province may inspect a pressure vessel and permit it to be stamped ASME—NB (National Board). An inspector employed by a vessel user may authorize the use of only the ASME stamp. The ASME Code Committee authorizes fabricators to use the various ASME stamps. The stamps, however, may be apphed to a vessel only with the approval of the inspector. 

The third option outlined in Article 11 (7) provides for an exception in which, at the request of a member state of the EU, an individual inspection body in a third country can be approved following an assessment of that inspection body using appropriate means. This does not necessarily require an on-site inspection of the inspection body. However, this option has seen rather limited use, with just one instance up to mid 2003 (Swedish National Board of Trade 2003). 

ASME in itself does not approve nor certify the safety devices this is done by the National Board (NB). The NB certifies the valve s capacity and verifies the valve s compliance with the ASME code The NB maintains and publishes the red book - NB-18, which contains all manufacturers and products approved according to ASME. It also publishes the true flow coefficients as measured and approved by them. Protective chemicals (ie, wood preservatives and slimicides) require advance approval fixim the National Board of Waters and the Environment, and wood preservatives for use by painting have to be notified to this authority 45 d before being supplied. 

If a chemical plarrt decides to operate an in-house SRV test and repair prograrrr, it must have the necessary resotrrces. Esserrtial resources include test equipmerrt with a sufficierrt volume of gases to simulated process corrditions, factory-trained mechanics, a supply of spare parts, an up-to-date Quahty Corrtrol Mantral, and perhaps the approval of local or slate authorities. Certain localities may reqtrire an accreditation arrd certification via the National Board of Boiler and Pressure Vessel Irrspectors.
