Narcotics Act

Many laws have been enacted over the last century that affect drug distribution and administration. Those included here are the Pure Food and Drug Act Harrison Narcotic Act Pure Food, Drug, and Cosmetic Act and the Comprehensive Drug Abuse Prevention and Control Act. These laws control the use of the three categories of drugs in the United States (prescription, nonprescription, and controlled substances). 

Tliis law, passed in 1914, regulated the sale of narcotic drugp. Before the passage of this act, any narcotic could be purchased without a prescription. This law was amended many times. In 1970, the Harrison Narcotic Act was replaced with the passage of the Comprehensive Drug Abuse Prevention and Control Act.

The Ftarrison Narcotic Act requires prescriptions for products exceeding the allowable limit of narcotics and mandates increased record keeping for physicians and pharmacists.

As a result, the temperance movement in the United States, in the early twentieth century led to increased legislation to curb the use of opium and its derivatives. In 1905, the U.S. Congress banned the sale of opium, and the Harrison Narcotics Act of 1917 required patients to receive prescriptions for potentially harmful drugs. By 1923, most narcotic substances, including heroin and morphine, were banned from over-the-counter sale. 

Harrison Narcotics Act Probably the most important legislation regarding opium. The act defined opium as a narcotic and was designed to control its sale. 

One of the unforeseen offshoots of the Harrison Narcotics Act was the creation of an immense underground market. Harrison Narcotic Act of 1914 Established regulations for use of opium, opiates, and cocaine (marijuana added in 1937). 

Congress passes the Harrison Narcotics Act to control the use of opiates and cocaine for strict medical purposes and deal with the growing problem of addiction. 

Hamilton Wright, appointed U.S. opium commissioner in 1908 and vigorous opponent of use of opium. His efforts and those of many others led to passage of the Harrison Narcotics Act, which allowed use of narcotics for legitimate medical purposes only and greatly reduced abuse of opium products in the United States.
