Task s completion report is under elaboration by a local Consortium s consultant. It will include three mission reports by the Consortium QA expert to Aktau, a small number of documents (programmatic declaration, procedures) produced by the Aktau plant management as a result of these missions, certificates of training of Aktau QA experts by the Bureau Veritas in Moscow, and comments on the national Quality Programme by French QA experts. 

Of course, it was probably not anticipated that any Union republic would ever dare to assert this constitutional right of self-determination. When, in 1989/90, the Baltic republics declared their intention to revive their full sovereignty and move towards full independence, this was strongly resisted by Moscow. The republics argued that they had been forcibly and unlawfully incorporated into the Union, and were thus not legally subject to its constitutional order. But even if they had been incorporated lawfully, the clear and unambiguous nature of Article 72 of the Constitution made it difficult to justify opposition to their wish to regain independence.
