Robert McNamara, the secretary of defense, and few policymakers in London cotdd have remained unaware of the concept of opportunity cost when considering the long-range resource implications of new projects for weapons systems. Opportunity cost, represented by alternative uses to which resources employed in research and development, or production, or strategic deployment, could be put, and cost-effectiveness of weapons systems and strategies, provide the conceptual bases of this book. 

The film The Fog ofWar (2004) starts with Robert McNamara, US Secretary of Defense in the 1960s, saying that military commanders always make mistakes and errors of judgement which can lead to the loss of hundreds of thousands of lives. However, with modern nuclear weapons those mistakes would destroy nations. In the extreme situation of war it is possible to regard the loss of many lives as not catastrophic, but destruction of the nation fighting the war is.

In January 1961, Secretary of Defense Robert S. McNamara initiated about 150 projects aimed at giving him an appraisal of military capabilities. Two of these—project 112 and project 80—had significant impact on the chemical and biological weapons program. 

There is also a difference between being fair and being balanced. Look at Errol Morris s Academy Award-winning The Fog of War. The film offers a platform to the uncontested and at times seemingly self-serving views of its subject, former U.S. Secretary of Defense Robert S. McNamara. But that s the point of the film Morris leaves it to the audience to decide whether they want to accept or discredit McNamara s words. This approach is fair because the rules of the film are clear. Had Morris somehow billed the film as a definitive history of American conflict in the 20th century, then obviously other views would have been necessary. 

The evolution of ABM systems has been driven by politics and perceived need. In the 1960 s, the strategy of mutual assured destruction, or MAD, was articulated by U.S. secretary of defense Robert McNamara. If either side launched a first strike against the other, the nonaggressor would still have enough warheads left to devastate the aggressor. An effective ABM system would have upset this balance.
