MANAGING DECLINE

Introduction and Commercial Application The production decline period for a field is usually defined as starting once the field production rate falls from its plateau rate. Individual well rates may however drop long before field output falls. This section introduces some of the options that may be available, initially to arrest production decline, and subsequently to manage decline in the most cost effective manner. 

The field may enter into an economic decline when either income is falling (production decline) or costs are rising, and in many cases both are happening. Whilst there may be scope for further investment in a field in economic decline, it should not tie up funds that can be used more effectively in new projects. A mature development must continue to generate a positive cashflow and compete with other projects for funds. The options that are discussed in this section give some idea of the alternatives that may be available to manage the inevitable process of economic decline, and to extend reservoir and facility life.

The character of a satellite development has considerable implications for a mature field in decline, but will not always have a positive economic effect on the life of the host. The remainder of this section will address the advantages of incremental development from the perspective of managing decline. 

Probability of such an occurrence became a sticking point. There were 10 such facilities in the world, and it was judged that, among them, a major loss of the amount projected could occur once in 30 years. That was translated into a probability of once in 300 operating years. Location management declined approval of the expenditure. It was decided at that level that the risk was acceptable and that the necessary capital expenditure request for the systems proposed would not be submitted. 

The physical reasons for the benefits of EOR on recovery are discussed in Section 8.7, and the following gives a qualitative description of how the techniques may be applied to manage the production decline period of a field. 

Forests in particular must endure the combined stresses imposed by climatic extremes/changes, invasion of insects and diseases, and forest management practices in addition to the added stress of acidic pollutants. All of these stresses modify forest health and productivity. Under this complex situation, it has not been possible to establish the exact role that acidification has had on forest decline nor to develop critical deposition levels at which damages are believed to become important 14), However, the geographical coincidence of forest decline and elevated levels of acidic pollutants offer strong evidence that a linkages exists. 

In many ways, both Canada and the United States continue to be involved in a unique experiment of co-operative management of serious environmental issues which plague a shared international resource. Despite the institutional complexity and the history of abuse that man s activities have wrought on the Great Lakes, the experiment to restore and protect them has had several successes typhoid and cholera were eradicated eutrophication problems are now largely under control and where adequate control programs for toxic chemicals have been implemented and enforced (e.g., mercury, DDT, PCBs), there have been associated declines in concentrations in the lakes. These successes have been due in no small way to the spirit of co-operation that has continued to exist between Canada and the United States and the unique institutional arrangements entered into by the two countries.

Although this section does not present historical information regarding TRI chemical releases over time, note that, in general, toxic chemical releases have been declining.13 Although onsite releases have decreased, the total amount of reported toxic waste has not declined because the amount of toxic chemicals transferred offsite has increased. Better management practices have led to increases in offsite transfers of toxic chemicals for recycling.
