Legitimization

In the past, reducing the sulfur content was mainly concerned with the heaviest products, most particularly the fuel oils. This development is explained by a legitimate concern to reduce SO2 emissions, notably in areas around large population centers. This is how low sulfur heavy fuels —having a maximum of 2% sulfur— and very low sulfur ( % sulfur) came into being. Currently the whole range of petroleum products, particularly motor fuels, should be strongly desulfurized for reasons we will explain hereafter.

These equations are legitimate spinorbitals, but neither is acceptable because they both imply that we can somehow label elections, ot for one and p for the other. This violates the principle of indistinguishability, but there is an easy way out of the problem we simply write the orbitals as linear combinations... 

Neither of these equations tells us which spin is on which electron. They merely say that there are two spins and the probability that the 1, 2 spin combination is ot, p is equal to the probability that the 2, 1 spin combination is ot, p. The two linear combinations i i(l,2) v /(2,1) are perfectly legitimate wave functions (sums and differences of solutions of linear differential equations with constant coefficients are also solutions), but neither implies that we know which electron has the label ot or p. 

By this time, we have introduced so many approximations and restrictions on our wave function and energy spectrum that is no longer quite legitimate to call it a Schroedinger equation (Schroedinger s initial paper treated the hydrogen atom only.) We now write...

When owners wish to build a new source which will add a specific amount of a specific pollutant to an area that is innonattainment with respect to that pollutant, they must, under U.S. federal regulations, document a reduction of at least that amount of the pollutant from another source in the area. They can effect this reduction, or "offset," as it is called, in another plant they own in the area or can shut down that plant. However, if they do not own another such plant or do not wish to shut down or effect such reduction in a plant they own, they can seek the required reduction or offset from another owner. Thus, such offsets are marketable credits that can be bought, sold, traded, or stockpiled ("banked") as long as the state or local regulatory agency legitimizes, records, and certificates these transactions. The new source will still have to meet NSPS, BACT or MACT, and/or LAER standards, whichever are applicable.
