Landfill costs

For landfill, costs vary highly across Europe. The main reason are differences in landfill quality (a point that will be quickly become less important now that the EU Landfill directive is becoming operational) and particularly landfill tax systems. Differences between some 2 per tornie in some EU countries (for inert waste) and up to 280 per tonne in, e.g., some places in Germany, may occur (though the latter value must be regarded as exceptionally high). At an Oregon landfill, costs for installing an Ecolotree cap were 10,000 per acre, and cost savings for the installation alone were approximately 90,000 per acre (D197437, p. 1). 

At a landfill site in Oregon, the cost of installing an Ecolotree cap was approximately 10,000 per acre. In contrast, the plastic liners that are typically nsed to cap landfills cost approximately 100,000 per acre (D20764H, p. 2). 

The price of baled HDPE with up to 2% impurities has fluctuated from 7-10 cents/lb two years ago to about 30 cents/lb recently. If the plastic used in the pyrolysis process did not require this limit, the cost could be considerably lower. (Unseparated waste plastic can be valued as low as negative 2 cents/lb, which accounts for landfilling cost or tipping fee.) Consequently, the run with HDPE was repeated, except the plastic was 96 wt% HDPE and 4 wt% waste polyethylene terephthalate from soft-drink bottles. Pyrolysis yields are given in Table 13.1, showing a 385°C- - yield, based on plastic, of 42.4 wt%. 

The present and future solid waste landfill cost and restrictions must be considered.

A growing area of concern is how to conscientiously dispose of products or their components. Black Decker avoided significant landfill costs and made money by seUing recyclable commodities. When there are no alternatives except disposal, the product or material needs to be appropriately scrapped. In an era of environmental concern (which will continue to grow and drive marketplace decisions), companies should take proactive action to develop environmentally sound landfiU or incineration programs. Not only will this allow favorable consumer reactions, but it may forestall government regulation and control.
