ERW clearance, manual and mechanical demining in Afghanistan, Cambodia, Mozambique, Angola, Eritrea, NW Somalia, Abkhazia, Nagomo Karabakh, and Sri Lanka. 

These include further tribes in Burma and India, settlements for Corsica, Cyprus, Kosovo, Abkhasia, South Ossetia, Transdniestria, Nagorno-Karabakh, Western Sudan (Darfur), Sri Lanka and Thailand. One might also include the settiement plan for Western Sahara, although this is the last remaining major outstanding case of colonial self-determination, alongside the special case of Palestine.

Karabakh residents would travel abroad with specially marked Azerbaijani passports. Only the government in Stepanakert would be empowered to grant such passports and residence permits and to establish direct relations with foreign states in economic, trade, scientific, cultural, sports and humanitarian fields . This would also involve the right to have diplomatic missions abroad, which would nonetheless have to be affiliated with Azerbaijani embassies.

Empire, Names and Renaming The Case of Nagorno Karabakh... 

As Nagorno Karabakh has been subject to such a succession of empires throughout its history, toponyms there have a very short life. An objective argument of what lands legitimately belong to which people in Nagorno Karabakh would be difficult. 

It is expected that toponyms in Karabakh from the Soviet period mixed Armenian, Azeri, and Soviet names, due to the designation of Karabakh as an autonomous oblast . If this is the case, then Soviet toponymic policy resulted in a confusing geographical landscape which has fueled local tensions since the collapse of the Soviet Union. Some characteristics of Nagorno Karabakh complicate the why and how of the oblast s designation. The history of the region does not provide legitimacy for any one ethnic group s claims, as seen by the sheer number of occupying forces in the area. Its Soviet name sets it apart as the only autonomous region... 

If the Soviet Union was going to resolve the problem of Nagorno Karabakh, it needed to find a solution that satisfied various requirements. The internal conflict needed to be solved in order to assert Soviet sovereignty in the Caucasus the external threat of the Turks needed to be removed the ideological enemies from the West needed to be neutralized and Armenia s allegiance guaranteed. The Soviets resolved to leave Karabakh in Azeri territory, but created an autonomous oblast that would be populated by both Armenians and Azeris (K Istorii, 1989 155).
