Brake Inspectors — This part of the policy lists the qualification requirements for company employees responsible for inspecting brakes on company equipment and vehicles. 

Supervision of producers and importers as primary suppliers of chemicals is a task requiring specific skills and qualifications on the part of inspectors, e.g. in toxicology and hazard assessment. To supervise retail sales is a simpler type of control. Supervision of users is, again, more complex, requiring still other types of inspector skills and qualifications for assessment of exposure and of risks, control of technical safety measures, etc. 

These guidehnes aim to give guidance to inspectors of pharmaceutical manufacturing facilities and manufacturers of pharmaceutical products on the requirements for validation. The main part covers the general principles of validation and qualification. In addition to the main part, appendices on validation and qualification (e.g. cleaning, computer and computerized systems, equipment, utilities and systems, and analytical methods) are included. 

This rather denigrating attitude of the Government towards scientists led Smith into regular battles to convince his superiors of the growing importance of the civil scientist and of remunerating the inspecting staff with a salary commensurate with their responsibilities. It was also important to attract people with the best qualifications and the necessary experience. After much correspondence the Board of Trade eventually authorised the appointment of the Inspector at a salary of 700 and the Sub -Inspectors at 400 - Smith s post was on a part-time basis to allow him time for the continuation of his consultancy work.
