Implications of different purposes for NMMS design

1 When the purpose is modelling we are only interested in reports of new near misses, selected from as complete a detection phase as possible, and subsequently described in great detail classification and interpretation should be flexible enough to permit looking for new causal factors, which must be handled by new or existing measures. 

3 The third purpose alertness is of a different nature than the preceding two because it describes not so much a safety management tool but rather a general condition or attitude which applies to all levels of personnel the awareness that, in spiLe of al) procedures, hardware precautions and training,
