Identifying the High-Level System Hazards

Sometimes called a system of systems, although all systems are subsystems of larger systems. 

Hazards are identified using the definition of an accident or loss along with additional safety criteria that may be imposed by regulatory or industry associations and practices. For example, the hazards associated with the outer planets explorer accident definition in section 7.1 might be defined as [151]  

Inability of the mission scientific investigators to use the returned data [A5] 

Contamination of the outer planet moon with biological agents of Earth origin on mission hardware [A6] 

Exposure of Earth life or human assets on Earth to toxic, radioactive, or energetic elements of the mission hardware [Al]
