Humanitarian intervention

Bringing enormous reductions in avoidable suffering and deaths worldwide, the reform would furthermore be vastly more cost-effective and also be vastly better received in the poor countries than similarly expensive humanitarian interventions we have undertaken in recent years and the huge, unrepayable loans our governments and their international financial institutions tend to extended to (often corrupt and oppressive) rulers and elites in the developing countries. While there are several possible measures of performance of a humanitarian relief supply chain, one approach, suggested by Fearon [37], is to compare an actual outcome with the counterfactual outcome. In such an approach, the question is whether the humanitarian intervention did in fact improve the system in terms of lives saved, diseases avoided, crop failure averted, market functionality maintained, and so on. But other suggestions focus on the success of the appeal coverage, lead time between donation and delivery of aid, financial efficiency and assessment accuracy. Each of these metrics focuses on the process of forecasting the aid required and garnering the resources and then efficiently dehvering the aid while respecting the planned humanitarian space.

In other words, the Serbian sovereignty over Kosovo had diminished to such a minimum, because of the Serbian government s oppressive policies over Kosovo, that the notion of territorial sovereignty became trumped by the necessity of humanitarian intervention.

Displacement, in whichever form it takes, can entail upheaval on many levels—societal, familial, and institutional—with specific consequences for those in the early years of life. For example, formal education for some children may be curtailed either due to lack of provision in the new location or through denial of access. Beyond assistance in the so-called four primary life-saving areas -water and sanitation, nutrition, healthcare, and shelter—education has become an increasingly prominent element of humanitarian intervention. As a result children housed in displacement camps or other settings supported by aid agencies may be able to enter a classroom—however radimentaiy—for the first time.
