In the action planning program, the safety and loss prevention professional initially identifies the various needs of the overall program and prioritizes each major program. Each major program is then broken down into each of the various components or action items required for completion, and specific responsibilities with target dates are provided to assist employees. As action items are completed, the action plan notes this completion and moves on to the next action item (see Appendix D, for example). With this program, safety and loss prevention professionals will know exactly where they are in completion of the overall project and will be able to hold responsible parties accountable for their performance. 

Aspects of such management practices are likely to appear in all vertical relationships in the project hierarchy, from the chief executive of the corporation that owns the plant down through the project team and sub-contractors. A responsible party tends to hold those reporting or sub-contracting to him accountable in detail, while attempting to preserve the maximum of flexibility of performance target for himself. ... 

Holding management accountable for meeting assigned responsibilities, so that they provide adequate authority and resources to responsible parties who perform essential tasks. 

In summary, the point is to hold trade and industry - both individual businesses and sectors - accountable for themselves and for their responsibility to society, in differing roles 1) as a potential cause of damage, 2) as a potential victim and interested party in matters of damage arrangements and physical safety, and 3) as a facilitator regarding both of the aims of damage arrangements.
