Turning initially to the development of a Hazard Information System, this proposal was advanced in 1972 to provide for more complete identification and [Pg.353]

The first element of this proposal to be adopted was revised labeling requirements, patterned after the United Nations Labeling System. Although the Board had proposed adoption of the UN system as early as 1968, the subsequent inclusion of the proposed labeling system as part of the Hazardous Information System proposal delayed its implementation until 1973, when the Board, in reaction to the mandated use of the UN labels by many foreign countries in early 1973, was compelled to adopt this aspect of the information system independent of the remaining proposals. [Pg.354]

The most immediate consequence of the enactment of this legislation was the replacement, in July 1975, of the Hazardous Materials Regulations Board by the Materials Transportation Bureau. Thus, as incredible as it may seem, the authority to regulate hazardous materials in transportation was, for the first time since the Department was created, unified in one agency with a single administrator. [Pg.355]

An ORM-A material is a substance which has an anesthetic, irritating, noxious, toxic, or other similar property and which can cause extreme annoyance or discomfort to passengers and driver or crew in the event of leakage during transportation  [Pg.355]
