We have established a protocol for estimating the impacts of specific dam breach scenarios in Hawaii. There are three major steps conducting one-dimensional hydraulic analyses, producing two-dimensional flood maps, and estimating the impacts on the community. 

Probably the majority of Americans would prefer to be excused from loading this country with another negro problem. We may swallow a small black morsel like Hawaii but if we must expand largely, our acquisitions should be civilized Caucasian communities, such as can adapt to our democratic system. Barbarian dominions can never be amalgamated with the American republic, and we want no such satrapies. 

An accurate barometer of the nationwide interest in the saline water conversion program is provided by the number of requests received from civic bodies, public officials, industrial organizations, and private citizens asking consideration for their area as a site for one of the authorized plants. Nearly 200 applications have been received from cities and communities in every state on the coastal perimeter, from 12 inland states, and from Alaska and Hawaii.
