The United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS) includes an internationally standardized guidance procedure on Transformation/Dissolution Protocol (T/DP) for metals and sparingly soluble metal compounds (United Nations, 2007), recently validated by the OECD (Organization for Economic Cooperation and Development). To establish the acute aquatic hazard classification level of a metal-bearing substance under the GHS, data from the T/DP are compared with an acute ecotoxicity reference value (ERV) derived under conditions similar to those of the T/DP.

ICSCs are a potential tool for the implementation of the Globally Harmonized System (GHS) for the labeling and classification of chemicals as they contain the necessary hazard data for this purpose. 

Current work on the new EU legislation for chemicals, REACH, as well as the implementahon of a Globally Harmonized System of Classihcation and Labeling of Chemicals (GHS) (Sechon 2.5) within the EU will lead to a major revision of the EU classihcation and labeling system.

OECD has published a document on a Harmonised integrated classification system for human health and environmental hazards of chemical substances and mixtures (OECD 2001b). Chapter 2.1 addresses a harmonized system for the classification of chemicals which cause acute toxicity, and Chapter 2.8 addresses the chemicals which cause specific target organ oriented systemic toxicity following a single exposure.

This equation gives the dynamics of the quantum-classical system in terms of phase space variables (R, P) for the bath and the Wigner transform variables (r,p) for the quantum subsystem. This equation cannot be simulated easily but can be used when a representation in a discrete basis is not appropriate. It is easy to recover a classical description of the entire system by expanding the potential energy terms in a Taylor series to linear order in r. Such classical approximations, in conjunction with quantum equilibrium sampling, are often used to estimate quantum correlation functions and expectation values. Classical evolution in this full Wigner representation is exact for harmonic systems since the Taylor expansion truncates. 

The efforts to develop a harmonized system concerning direct safety, efficacy, and quality go back to 1965, when the first harmonized directive was issued [95]. Ten years later, the Committee for Proprietary Medicinal Products (CPMP) was established [96]. In 1989, the International Conference on Flarmonization (ICFI) was founded, and the EMEA began operation on January 1,1995 [97]. The EMEA serves as an advisory board, but is responsible for coordinating the approval, manufacturing, and inspection of medical products between the CPMP and member states regulatory bodies [98].
